Where was the Victor TK-FE made?

I can see from the pic that your racquet is bought from Vietnam. Victor has production factories in both China and Taiwan. A lot of shops in SE Asia get their Victor stock from the Chinese Victor distributor. Most likely not a fake, unless there are other obvious signs on the racquet.

It would be a stupid mistake for the fake producers to make, if they were trying to make their racquets look real but still put the wrong “Made in” on the racquet.
